According to the newest demographic outliners of the United Nations, when10%of a country’s population are over the age of60or7%of its population are over65,this country is an ageing country. At the end of2011, China’s population reaches1.85billion,13.7%are over the age of60. Other related reports show that by the end of2013, China’s population of the aged people is going to exceed0.2billion. By2015,that number will reach0.21billion, which is16%of its total population, indicating asevere ageing population. China is going face the inevitable social problem of theageing population.On the other side, China’s neighbor, Japan, reached that standard in1970. By1994,14%of Japan’s population are over the age of65. Japan had formally becomean “aged society”. By2009, that percentage reached22.8, the population became“overly aged”. This “overly aged” population has brought many social challenges.Through years of hard work of the Japanese government and its people, along withinnovations and practices, Japan now has an advanced nursing insurance system forthe aged people. The experience that Japan has gained over the years developing itssystem is more suitable and has more meanings to China than those of the Westernsocieties’. For China’s ongoing development of social work for the aged, it is avaluable piece to study and examine.This paper looks into Japan’s aged society today, exams the contents andcharacteristics of the Japanese nursing insurance system, and looks for areas of thesystem that are valuable and suitable for China. Major works are as follows:1. Abstract and analyze the aged society in Japan. Deeply look into the lives ofthe aged people today and their future.2. Research the goals and ideas of Japanese nursing insurance system and diginto the core of the system and its operations.3. Individually exam different types of Japanese social services, analyze theirideas and specific transactions.4. Summarize the significance of Japan’s nursing insurance system and analyze the existing problems.5. Examining the characteristics and problems of Japan’s nursing insurancesystem, then inquire those that are suitable for China, and search for the way ofbuilding China’s nursing insurance system.
