| Aging of population is an inevitable phenomenon in economical social development, which has a growing affect on social security system in countries. Through researching and comparing to security system of geriatric nursing with three different forms in developed countries, basing on the theory of welfare multilevel and new public management, and also combining the economical developing level and the existing configuration of social security in Shanghai, a set of security system of geriatric nursing is explored out in this paper, which centers on social care insurance for the geriatric, and the preliminary design of the system is also made. The system is established on social care insurance for the geriatric, its core of care service providing is transferred from institution to home. Paramedic cultivating, laws and regulations setting up, information system establishing are used as a way of system supporting. The implementing of system helps to ease the social problem brought with the aging of population, reduce the welfare payment in countries, alleviate the pressure to medical insurance, diminish the physical or mental burden and the financial burden on person and family, which improves the quality of life in aged people. |
