With the rapid development of Market Economy, continuous adjustment of industrial structure and increasingly change of economic development mode, characteristic and structure of railway freight products gain great changes. The rail freight business needs to adapt to the trend of development of modern logistics and expand the business scope, and change to modern logistics service from traditional freight service. At the same time, to meet the diversified demands and adapt to the stormy market competition, the application of E-Business systems in railway freight transportation must be strengthened.China railway greatly develops modern logistics since2011; accelerate advancing the construction of cargo E-Business system, which provides customers with online receiving channels and remote business process. Logistics services which highly related to freight transport were also brought into business scope. However, the development of railway logistics E-Business system was restricted by many problems, including single service function, backward level of information management, poor ability of cooperative operation, low efficiency of resource allocation, weakness of market competitiveness. Therefore, promoting the upgrading of logistics services from station-to-station to door-to-door by using various means, such as studying on the development Strategy, nailing down development model, making implementation strategy, breaking through disorders of system and mechanism, optimizing resource reasonable allocation, have important significance in development transformation of railway freight from traditional mode to modern logistics.In view of this, through theoretical analysis and practice summary, developing Strategy, service mode and implemental suggestion of railway logistics E-Business system were systematically researched and deeply explored. The main research contents and conclusions are as follows:(1) Analyze the development of logistics E-Business system from the railway abroad, international express and domestic logistics enterprises. And put forward some related reference and inspiration. Investigate the connotation of logistics electronic commerce system’s service mode and analyze the development of logistics E-Business system. Expound elements and features of railway logistics E-Business system.(2) Based on the analysis of railway logistics market, analyses the main business of railway logistics, as well as the mainline of the railway logistics development. Analysis the information system and function requirement through the questionnaire investigation of82 railway logistics corporations,and then, put forward the overall scheme of railway logistics e-business system, under the framework of the overall function, the service object, target positioning and so on.(3) Based on the theory of value chain and value net, identify15kinds of railway logistics E-Business system service mode, and analyze each mode and their prototype. Construct62characteristics evaluation indexes in3levels. Using comprehensive evaluation model of matter element and extension, estimates the matter-element correlation of15service modes, arrive at the implement stage of service mode.(4) Put forward5implementation suggestions of railway logistics electronic commerce system, included strengthening the marketing and promotion, offline and online cooperative operation, transportation and logistics cooperative operation, KPI evaluation and controlling of virtual logistics enterprise alliance, modularization organic integration of logistics service.
