| In recent years, modern logistics has been developing rapidly in China, and has already been an important support to enhance the competitiveness of enterprises, improve economic efficiency, and transform the mode of economic development. The government also attaches great importance to the development of modern logistics. In2009and2011, The State Council has successively issued "The logistics industry restructuring and revitalization plan","The policy measures on promoting the healthy development of logistics industry" and other files, which have created a favorable policy environment for the rapid development of logistics.As the important industry which serves as a support for economy development and social stability, the railway freight transportation and the development of modern logistics industry are closely linked. From the view of the successful experience of Germany railway, North American Railway, COSCO, Sinotrans and other typical freight enterprises, extensions of freight service chain, innovation of value-added logistics services and upgrading to modern logistics, which is a general practice to transform the mode of development, promote efficiency and benefit for freight enterprises. With the rapid development of economy and society, great changes have taken place on the railway supply structure of goods. Customers’requirements on the quality of freight service are rising. The various modes of transport are developing rapidly and the competition of carriage markets is increasingly fierce. While, the railway freightage’s service modes are extensive, the main bodies’division and cooperation is not clear, the enterprises’development process is slow, thus it is difficult for railway freight transportation to adapt to the economic development, people’s new demand and the new changes of competition and the relationship between supply and demand. One of the important reasons is lack of further and deeper research on development mode for railway freight expanding value-added logistics services. Therefore, research on the development mode or railway freight expanding value-added logistics services has important theory significance and the practical significance.On the basis of research projects related to the railway ministry; through a series of investigation and summary analysis about railway and other fields, this paper undertake system studies and in-depth exploration of development modes for railway freight transportation to develop logistics value-added service from several aspects. (1) Analyzed the difference and relationship among railway freight, modern logistics and railway logistics value-added services, elaborated the features of railway freight expanding logistics value-added services from3aspects:expand progressively, operate integrative and differently. This thesis also analyzed and designed the frame structure of railway freight developing logistics value-added services, including operation businesses, operation subjects and operation modes.(2) Analyzed the demand category market of the railway logistics value-added services, comprehensive competing relationship of different main body angle, designed an index system made up by7categories and12types of indicators and built a target market positioning strategy combination model to assess ten major markets’development potentials and business associations, which include coal, iron and steel, grain, cold chain etc.(3) Analyzed the mechanism and characteristics of enterprises cluster formation for railway freight transportation to develop logistics value-added services, established a clustering index system which obtain3categories and15types of enterprise clusters. Then chosen27typical enterprise clusters from all the Railway Administrations and analyzed their structures through the method of fuzzy clustering, then put forward5kinds of basic modes for railway freight expanding logistics value-added services.(4) Established a fuzzy mode recognition model for railway freight expanding logistics value-added services, then analyzed the undetermined object recognition and localization through the example, based on the extraction of different enterprises cluster development modes. At last, the thesis analyzed several basic approaches and special approaches of different development modes for railway freight expanding logistics value-added services. |
