Research On Railway Logistic Enterprise’s Operational Mode Under Whole-process Logistic Service

Since June15,2013, the railway administrations in China have begun to implement the reform of railway freight transport organization according to the deployment of China Railway Corporation, vigorously develop the whole process logistics service, accelerate the pace of connection between railway system and modern logistics, and make the transition from the traditional transportation enterprise to modern logistics enterprise. Railway logistics enterprises made innovations of freight transport product actively, canvassed logistics outsourcing of railway major client service and express delivery service. Preliminary results of the reform were achieved. Nevertheless, the market share of railway freight transportation continued to decline currently, for the reason that the commitment to the client was hardly fulfilled, the professionalism of logistics service needed to be improved and the transport capacity of whole process was difficult to ensure. Thus, the adaptability adjustment of management mode to railway logistics enterprises is in urgent need, in order to provide safeguards for the development of railway whole process logistics service.This paper conducts a study focused on the management mode, the coordination mechanism and the profit sharing of railway logistics enterprise in the background of whole process logistics service. The major research contents are as follows:(1) The paper carried on the analysis to the situation of four enterprises (DB, Amtrak, Maersk, and COSCO) which transformed from typical freight transportation enterprise to logistics enterprise, the paper proposed the referential experience of transition from transportation enterprise to modern logistics enterprise.(2) The thesis analyzed the demand characteristics of the logistics market, interpreted the adjustment in management which the railway made to meet the demand of market. Facing with the main problems existed at the present stage which encountered in the development of modern logistics of railway, the paper proposed the management countermeasures can be taken by the railway of our country in the procedure of transformation from transportation enterprise to modern logistics enterprise.(3) The connotation of developing whole process logistics service was analyzed in this paper, researched on the management mode of developing the whole process logistics service of railway. The paper proposed three kinds of management modes include independent management, strategic alliance and logistics outsourcing, analyzed the applicability of management modes in the background of railway whole process logistics service.(4) On the premise of whole process logistics service, this paper analyzed the connotation and necessity of coordination mechanism of railway logistics enterprises, constructed the overall framework of the coordination mechanism, designed the coordination mechanism respectively from three aspects include trust, encouraging and restraining.(5) This paper conducted a deep research on the profit distribution method used in logistics enterprise, established profit sharing principle, analyzed the influencing factors of the profit sharing from input, effort, risk and social environment in the background of whole process logistics services, used ANP method and SD software to calculate the weight of each influencing factor, established the method of profit sharing based on ANP which is used for modifying the value of Shapley, analyzed and judged the feasibility of the method through numerical example.
