Research On Some Issues Of Logistical Development In Railway Transport Enterprise Based On Integrated Logistics Service Chains

Railway infrastructure construction and the rapid development of science and technology, create opportunities for China railway transport enterprise to realize service innovation. Service innovation is the only way for China railway transport enterprise to develop. The purpose of this dissertation is to make it clear for China railway transport enterprise to innovate services with detail contents and in right directions. And finally it will be able to provide perfect service to the users.Referring the theory and practice of modern logistics development of domestic and international railway transport enterprises and other transportation enterprises, and applying logistics service chain theory, from the macro level, this dissertation studies content, structure and realization way for the railway transport enterprise to construct integrated logistics service chain; and from the micro perspective, it points out that railway enterprise internally integrate warehousing service with transportation service at first, wagons using mode innovation and moveable warehousing service to support the railway logistics service innovation.(1) Being a modern enterprise to maximize benefits with comprehensive and thoughtful customer service, China railway has to face the reality to extend railway transport enterprise logistics services.Integrated logistics services chain should be established. In longitudinal directions, railway enterprise should joint with roads, waterways and other logistics companies such as warehousing enterprises to provide customers with whole process of integrated services. In the transverse direction, railway enterprise should develop services such as collection of payment for goods, mortgage, and pledge supervision to realize diverse services. Railway enterprise should transform from professional transport company into a combined logistics services corporation.(2) As business scope expands, the business operation capacity of railway transport enterprise is not yet to full support and achieves the aforementioned logistics services chain. It can be progressively realized through enterprise development itself, purchase, contract associate, alliance and other forms.The huge scale of the railway transport enterprise in China solicits small and medium enterprises to join to form Leader-Member alliance cooperative relations and this is a trend and practical way to achieve integrated logistics services chain. As a dominant enterprise, it may use threat-cooperation game model to set covenants and the regulations of benefits distribution.(3)Railway enterprise might provide the integrated service of transportation and warehousing for customers, which means that the enterprise provide both transport service and storage service at the same time. The ways to integrate transportation service and storage service are discussed from the macro, meso, micro perspective in this dissertation.From the angle of medium, it puts forward a way to develop the modern logistics services in China railway transport enterprise:supported by mode innovation of freight vehicles operation, information and standardization, it should start from internal logistics business innovation to realize mobile storage business, integrate storage and transport businesses both in stations and on board cars, and then, combined with other related enterprises to realize integrated logistics services chains based on storage and transport, etc.(4)While investigating the storage equipment utilization, it is considered that freight vehicles might serve as storage facilities. Concept of mobile storage service is put forward, which enlarges in-transit storage that vehicles not only to serve as transport tools but also temporary warehouses to storage goods; Furthermore, the goods in the railway transport enterprise control to realize dynamic transportation, warehousing and distribution combination.Freight vehicles usage innovation and information system support are the foundation to support the realization of railway logistics service integration. This dissertation presents reclassification of railway loaded serviceable vehicles, which is class B loaded serviceable wagons, to be used combing spacious effect and time efficiency when they are in the way to destinations. Future trend of railway freight cars in our country and the scale of road network will be increased and insufficient logistics service capacity will be eased that make it possible to innovate vehicle operation mode.
