Innovative Research On The Management Mode Of Industrial Cluster About China Development Zone——from The Perspective Of Institutional Economics

In the late 1970s, early 1980s, in the background of global recession, especially the developed country, industrial clusters with its obvious competitive advantage and good development momentum caused the wide attention of economists. Today industrial cluster and economic globalization have become the two major trends of international. China’s large-scale regional industry cluster construction also began in the nineteen eighties, since the establishment of Economic and Technological Development Zone in 1984, development zone has gradually become the most important geographic location for the development of industrial clusters, the industrial cluster in different development zones has become the growth pole of regional economic without replaced. The practice of Development Zone in our country has provided a wealth of material for industry cluster theory research, the article from the view of Institutional Economics, selecting the management model of industrial cluster in Development Zone as the research objects, studies the influence of institutional factors on the management problems of industrial cluster.The main content of this paper includes:Firstly, summarizing the management mode of development zone in our country, combing the evolution process of the management mode and studying the special properties of the management mode in development zone, based on the comparison with the general industrial cluster. Secondly, researching the influence of institutional factors on the evolution process, from the view of Institutional Economics. Thirdly, from both of the official system and informal system, improving and innovating the management mode of industrial cluster in China’s development zone.Through the analysis of the above problems, this paper obtained the main conclusions:Firstly, because of the development zone’s special background, the industry cluster has its unique management model called "the independent management mode" which is different from general industry cluster. "The independent management mode" is more effective compared with general industrial cluster because of its flat and flexible features and its high levels of lead configuration. Secondly, the evolution process of the management mode in Development Zone is also a process of institutional change. In this process, both the formal system and informal system work, in which the role of government action is the most direct and important. Thirdly, the management mode’s evolution of industrial cluster in Development Zone has the nature of path dependence, the management mode’s improvement and innovation should be based on breaking the vicious path called "locking", on one hand, optimizing the government behavior, on the other hand, paying more attention to industry associations and informal system.Based on the practice of industrial cluster’s development in China’s development zone, this text researches on the management mode of industrial cluster innovatively from the view of Institutional Economics and sets up an analytical framework for the management mode of industrial cluster. This article advances the theoretical researches about industry clusters and provides a new train of thought to the industrial cluster’s management Innovation in development zone, which has an important significance to the industrial cluster’s formation and upgrade, to accelerating the construction of regional economy.
