Research On Coordination Development Of Urban Agglomerations-Development Zone- Industrial Cluster

At present, many scholars and experts pay attention to research urban agglome-ration, development zone and industrial cluster, which have become the main devel-opmental theory and important strategic choice to promote regional economic devel-opment and to elevate regional competitiveness. Particularly the coordinated develop-ment of urban agglomeration - development zone - industrial cluster plays a more and more important role in regional economic development, and it has been greatly concerned by relevant state departments for its attribution for promoting regional ec-onomic development. March 16,2014, the State Council issued "the National new urbanization plan (2014-2020)", it pointed out clearly that there is a need to accel-erate the cultivation of urban agglomerations in central and western regions, establis-h the mechanisms for the coordinated development of urban agglomeration, optimiz-e the urban industrial organization, accelerate industry cluster development, strengthe-n the functional transformation of the existing urban development zone. The study takes the Chang-zhu-tan urban agglomeration as example, which is one of the most industrial clusters in central and western regions, to research the coordinated develo-pmental condition of urban agglomeration - development zone - industrial cluster. We come up with the approaches and countermeasures to achieve above goal, wh-ich is important for promoting regional economic development and building the co-re competitiveness of the region.On the basis of analysis the related theories about urban agglomeration, develo-pment zones and industrial clusters of the scholars at home and ab-road, the study sorted out the inner mechanism, system characteristics and dynamic mechanism of the urban agglomeration - development zone - industrial cluster system systematicall-y. The article applies the multi index met-hod and the PCA to establish the evaluat-ion system of urban agglomeration - development zone - industrial cluster and to measure the comprehensive developmental level of Chang-zhu-tan urban agglomerat-ion, development zones and industrial clusters based on the date of 2008-2013. Co- mplex system coordination model based on distance is used to analysis the fluctua-nt state.On this basis, we analysis the internal space difference of the Chang-zhu-tan urban agglomeration - development zone - industrial cluster and give some suggest-ions to promote the system coordinated developmentally. The main research concl usions are as follows:(1) In the urban agglomeration - development zone - industrial cluster system, urban agglomeration, development zone and industrial cluster play different role in realizing the overall coordination of the development and are equally important. The coordinated development of the system is promoted by the regional resources configuration, market mechanisms, the role of government and enterprises, and soc-ial organizations.(2)The comprehensive development level of Chang-zhu-tan urban agglomeration, development zone and industrial cluster are showing an upward trend on the whole, while the coordinated development level also maintain good rising trend.(3) According the spatial differences analysis of Chang-zhu-tan urban agglome-ration - development zone - industrial cluster, the developmental level of Changsha is in the absolute leader status of the three cities. Com-pared to Zhuzhou and Xia ngtan, the coordination and the coordinated development of Changsha is the highest, while Xiangtan is relatively weak, its coordination is relatively high but the level of coordinated development is low. Xiangtan belongs to the low balanced devilme-nt level, while Zhuzhou is the lowest.(4) Combined with Porters diamond theory, we come up with some suggesti-ons about elevating the comprehensive development level and coordinated developm-ent level of Chang-zhu-tan urban agglomeration - development zone - industrial clu-ster from production factor, market environment, industry organization, regional d-evelopment strategy, governmental function and external growth opportunities.
