| Plain forestry as an important part of the forest resources has made a significant contribution to China’s green GDP. Study the valuation of green GDP of the plain forestry in China; it can comprehensively know the assets situation of the plain forestry in China. The assets of the plain forestry which contribute to national economy would be monetized. The paper accurately revealed the growth of national economy must be the ecological, economic value and the environment cost for the plain forestry. Meanwhile, it can reflect plain forestry contributed to the contribution of economic growth and the support of sustainable development. So that the people can enhance plain forestry administrate level and change unsustainable economic activity, achieve forestry resources and the optimal allocation of human resources. At the same time, the thesis can provide some referrences for policy-making for government and the production practice department. Based on the state forestry administration and Beijing forestry university completed the construction plan of the plain greening project in2007,the thesis accounted the value of the plain forestry in China, including forest land, forest, forest products, ecological services functions and green GDP Here are the main conclusions of this thesis.(1) The development and operation of the plain forestry is sustainable. From2002to2005, the asset reserve of the forestland increased48.619billion Yuan, with an average annual growth rate of21.53%; the asset reserve of the forest added177.59billion Yuan, with an average annual growth rate of21.47%; the flow asset of forest products increased8.184billion Yuan, with an average annual growth rate of10.71%. Obviously the resources of the plain forestry didn’t decline over time.(2) The plain forestry to the development of national economy has an important contribution. From2002to2005, eaGDP increased1253.293billion Yuan per year, with an average annual growth rate of15.33%, more than China’s GDP grew13.25%a year on average in the same period. Similarly eaNDP increased1253.263billion Yuan per year, with an average annual growth rate of15.34%, more than the speed of GDP growth. It reflected that plain forestry contributed to the economic development of our nation, provided products and services to the other department of the national economic are increased;(3) The value of the ecological services for the plain forestry was far higher than forest, forestland and the non-marketing forest products. The value of the ecological services for the plain forestry is2.25times the total of forest, forestland and the non-marketing forest products. The date showed that the non-marketing value for the plain forestry was far more than the marketability value. To reflect the value of plain forestry resources, it’s necessary to pay attention to ecological service value realization for it. It’s not only related to the status of the plain forestry, but directly related to the rights of stakeholders. In the measure the economic links of the forestry and national economic other departments, using economic means to achieve the cost, compensation payment, property rights transfer for plain forestry, etc, the value of the ecological services for the forestry plain must be considered(4) According to calculating, Results indicated that the ecosystem services value for the forestry plain in order as follow:soil conservation> carbon fixation and oxygen> biodiversityconservation> yield increase> air purification. If the ecological services benefit of the plain forestry is allocated to many departments of national economy, the maximum and minimum benefit would be respectively the department of agriculture and forestry department itself. It’s reasonable that the department of agriculture pay for the forestry management cost form the viewpoint of policy making. Meanwhile it would help promote the realization of the target of the fair society and national economic development goals maximization. |
