| With rapid urbanization,the argument about various competitive land use is escalating,especially in the key ecological function areas with ecological protection task.The contradiction between ecological protection and economic development has become increasingly serious in these areas and Urban-Agriculture-Ecology(UAE)spaces zoning derived from Main function division is an important approach towards decreasing conflict between competitive uses of land and providing an opportunity for policy making.In this study,the Shennongjia Forest Region with key ecological function areas was taken as an example.Based on actual investigations,an evaluation index system for“urban-agricultural-ecological” spatial zoning was constructed.GIS,remote sensing,and mathematical statistics were comprehensively applied to quantitatively evaluate each unit.With the constraints of the red line of cultivated land,the urban-rural expansion boundary and the ecological red line as the constraint conditions,and the spatial analysis and statistical analysis of GIS,the scope of the three types of space is quantitatively divided based on the multi-objective land-allocation model(MOLA).At the same time,it tries to simulate the dynamic zoning under different scenarios and finally summarizes the zoning methods and paths of key ecological function areas to guide the compilation of plans for urban and rural planning,overall land planning,and ecological planning,which will help speed up the establishment of an ecologically civilized system and build a national soil space and promote the sustainable development of national space.The results shows that:(1)Three types of spatial zoning methods for key ecological function areasThrough the analysis of the current situation and multi-regulation of the actual research area,the practical and policy contradictions of the ecological functional area are sorted out.Combing the planning goals with the actual situation,the research conducted from the aspects of multiple regulations of spatial conflicts,contradictions in ideas,and technical standards.Then we coordinate and coordinate the development goals and spatial layout of the study area,and in particular to determine the “three lines” demarcation(the urban expansion boundary,the red line of basic farmland protection,and the red line of ecological protection).The “ three lines ”delineation is regarded as the most important constraint condition of the three types of spatial zoning to realize the convergence of multiple regulations.Based on studies of domestic and foreign literature and cases,the multi-objective division method is the frontier direction for future zoning development and structural optimization.This study attempts to use a multi-objective(MOLA)approach and integrates planning policies based on three types of spatial suitability assessments.With the constraints of real-life conditions,wemake a two-dimensional linear constraint plan,find the optimal solution to the partition,obtain the partition results of the three types of space to find out the conflicting lands in space,and finding the conflicting lands in space,and performing the specific conflict areas,and conducting the specific concrete analysis of the specific conflict areas.(2)Based on the MOLA method,three types of spatial division of agricultural production,urban development and ecological protection were carried out in the Shennongjia forest area,and the district results were verified and analyzed.The ratio of urban development,agricultural production and ecological protection in the forest area is approximately 0.73:1.92:97.35.The agricultural production space is concentrated in the northwest and southeast of Yangri Town and east of Muyu Town;the development space of towns is mainly distributed in the southeast of Songbai Town,central Yangyang Town,central Xinhua Town and northwest of Muyu Town;the ecological protection space is widely distributed.in the entire forest area.(3)Differences in national and regional spatial zoning of key ecological function areas1 The functional zoning plan for key ecological function areas needs to consider the functional orientation of the ecological function area.Compared with other regions,the ecological function area pays more attention to its ecological function positioning under the superordinate plan.Using the ideas of hierarchical planning theory and technology of foreign spatial planning and domestic counter-plan theory,this paper is based on the evaluation of three types of functional suitability to objectively evaluate the resource endowments of ecological function zones.First we determine the core protection zones and buffer zones of key ecological function zones as background constraints.Then we reasonably divide agricultural production and urban development in a limited space combining elasticity with rigidity.2 The functional zoning scheme of key ecological function areas is closely integrated with the planning practice.The traditional integrated zoning also has the problem that the zoning process and the result of the zoning process are different from each other.Therefore,this paper integrates the idea of“multiple rules and regulations”into the comprehensive zoning and inherits the planning results of the previous people and connects various types of planning.It is also conducive to promote the integration of the zoning program and related planning and to improve the coordination and practicality of the comprehensive zoning.3 The functional zone division scheme of the key ecological function zone is combined with the dynamic analysis simulation application.The existing partitions are mainly applicable to the static description of the area and do not form a continuous dynamic partitioning process.Therefore,this paper simulates the future direction of the development of different policies and the status of the next regional in order to avoid the shortcomings of the traditional static zoning on the future situation. |
