The potential calculation and the scheduling of the rural settlement areaconsolidation are important parts of the land consolidation. At present, researches ontheoretical consolidation potential are more mature and have formed a series ofcalculating methods, including building land control standard, per capita householdbuilding land control standard and the vacancy rate of land. On the contrary,researches on realistic potential and scheduling are still in its development stage andhasn’t formed a theory which are accepted by most scholars. This research is based onthe potential calculating methods in the Standard of County-wide Land ConsolidationPlanning (TD/T135—2013)(here in after referred to as ‘Standard’ for short). Byresearching the related documents, the influencing factors (including nature, economy,demand and idle land), which have strong impact on the realization of planningpotential, have been corrected. The method of calculating the realistic potential ofrural settlement area consolidation—limiting factors modification has been proposedfor perfecting the questionnaire and calculating methods in the Standard. A case studyalso has been carried out in Nanhu district and comes to a conclusion. This papertakes an overall consideration on the pressing level, economic support and socialapproval degree of the local villages and forms an evaluation index system ofscheduling by employing the realistic potential, degree of spatial dispersion, collectiveincome of a village, famer’s of per capita income, infrastructure conditions,consolidation intention, etc. The scheduling of rural settlement area consolidation hasbeen reasonably arranged on the basis of the implemented project by using clusteringmethodology.This paper respectively employs the method of per capita building land controlstandard and limiting factors correction to calculate the theoretical and realisticpotential of rural settlement area consolidation. The theoretical potential is3.29thousand hectares, but in contrast, the realistic potential, which mainly distributes in the town of Daqiao and Yuxin, is only8.9hundred hectares. As to the scheduling ofconsolidation, this paper takes an overall consideration on the pressing level,economic support and social approval degree of the local villages. The scheduling ofrural settlement area consolidation in Nanhu district has been determined based on thedemand of local development by using SPSS and clustering methodology.Results show that there is a huge difference between the theoretical and realisticpotential, so that the realistic potential shall be adopted for guiding the county-widerural settlement area consolidation. The realistic potential is greatly influenced by theplanning potential and the objective and subjective demand. Factors that have arelatively small impact on realistic potential are natural, economic and land idleconditions. The scheduling is less influenced by the objective pressing level butgreatly influenced by the social and economic support.
