At the beginning of90’s in the20th century, Nye Joseph, American scholar, proposed the notion of soft power, which is the capability that you wants to achieve a purpose through attracting others but don’t compel. Then it develops to forming the Soft Power theory. The government also recognized the importance of the soft power, and put it in the next five years plan. Therefore, studying regional soft power not only satisfies the requirements of the strategy of national developing and transforming, but also suffices for people’s spiritual life. If we can accurately understand the notion and content of the regional soft power, and build a scientific index system to evaluate it, and quantitatively study on it,then we can know the district’s advantage and weakness, and propel to build the regional soft power more efficiently, and provide theory evidence for setting down the developing strategies.This paper summarized the domestic and international scholar’s researching, then brought forward the new notion of the regional soft power. The Regional Soft Power is a capability which can help district government to achieve sustainable development through effecting one’s potential and attracting resources from other places, and it also depends on the regional culture, citizen diathesis, public service and regional image.We combined the soft and hard power, and studied the regional soft power based on defining the notion and content of soft power. We established the operative index systems to evaluate the regional soft and hard power. We collected the realistic data, and then used primary component analysis (PCA) to comprehensively evaluate the regional soft power of thirty districts in china. It showed that the eastern areas were stronger than middle and western areas, especially Peking and Shanghai where were the most excellent disticts, in regional soft power. About the regional hard power, Peking occupied the first with its strong economics and science power, and it was far above the Shanghai, which is the second. The district gap still existed between east areas and middle and west areas. The results of empirical analysis matched the truth. It indicated that the index systems are objective and rational, and also can show the actual situation of the soft power developing, we can recognize the difficulties which the district meets when it develops and find the aspects which need to improvement according to this research.Besides these, we analyzed the relationship between soft power and hard power by both qualitative and quantitative methods.The relationship between the soft power and hard power is complement each other. They also can promote each other and convert to each other. Through the gray correlation analysis, we analyzed the relationship between the soft power and the factors of hard power, which is economics power> science power. And the relationship between the hard power and the factors of soft power is the quality of population>public services> regional image>regional culture. At last, we used coupling and coordinate model to estimate the degree of co-ordination between soft power and hard power. It showed that east areas were better than other areas in the comprehensive strength. But most areas had dislocation between soft power and hard power. Comparatively, the development in east areas was more harmony than middle and west areas.
