Research On Evaluation System Of Regional Soft Power

As we all know, the soft power and hard power together constitute the comprehensivestrength of a nation and a region’s, especially in the current era of peace, with the increasinglevels of economic development,"soft power" have a more lasting penetration to thecommunity and will the main weapon for the competition of the comprehensive strength amongcompetitors. From China’s national characteristics and the current development situation, oneof our regions (province, city and county) is even bigger than a foreign country; the soft powerhas been and is increasingly being introduced into the regional development and regionalcompetition. Therefore, the study of regional soft power and building the theoreticalframework of regional soft power are important theoretical issue.The main content of this paper is as follows:The first part of the research is to secure a regional soft power’s background and thetheoretical and practical significance of building the theoretical framework of regional softpower, then use the literature methodology to summary the domestic and foreign research,including its theoretical research status, constituent elements research status and index systemresearch status that the author intends to study, and finally describe the ideas and innovationsof the paper.On the basis of sorting out the relevant literature and refer to the theoretical researchideas of other related issues, the second part defines the concept and content of the regionalsoft power, describes its relationship with the hard power, the manifestations of power, themain elements, and so on, and constructes the basic structural map of regional soft powertheory and the map of the system structure.Through theoretical study, the third part uses the qualitative and quantitative methods toform the pre-selection evaluation indicator system of regional soft power, and uses thefrequency statistics method to further select the indicators. On the basis of consulting morebroadly with reality, an evaluation system of the regional soft power is established, whichconsists of six subsystems and twenty-four specific indicators.According to the characteristics of the evaluation index system of regional soft power constructed, the fourth part uses the AHP and the maxima method to give evaluationindicators the weights and the dimensionless, determine the comprehensive evaluationmethod based on linear weighted function method.The fifth part takes the data of Shandong Province in2010for example, carries out theempirical research on the development of regional soft power. According to the comparativeanalysis of the empirical results, five principles and three paths are proposed to improve theregional soft power from system perspective and strategic height.The last part finds the inadequacies of this paper on the basis of summing up the resultsof the research, and initially set the direction for further research.This paper attempts to innovate in the following areas:First, on the basis of clearing the theoretical issues of regional soft power, establish arelatively complete basic framework of the theoretical system of regional soft power.Second, design the regional soft power evaluation system combining of qualitative andquantitative indicators that can basically be recognized, to lay the foundation for therealization of the quantitative evaluation of regional soft power.Third, use the indicator system built to achieve the quantitative evaluation of regionalsoft power in Shandong Province and implement comparative analysis according to thecomposite index of regional soft power.
