Salary management system is closed related with the benefits of employees and the achievement of company’s gosls, which is important component of human resource management system. Whether enterprises can develop and design a set of the most effective regulation for salary management is a key issue, which is to be resolved urgently to a further development of the majority of enterprises. Especially the State-owned construction enterprises, in the face of the arrival of the era of knowledge economy, it is important to strengthen and standardize their human resources management, and formulate a set of regulation for salary management which is for the purpose of enhancing the enterprise staffs salary degree of satisfaction,drove effecitively staffs individual goal is consistence with the business goal,thus has stimulating effect and help to strengthen the core competitiveness of enterprises.This article evaluated the establishment of the salary management of the Fourth Engineering Co. in China Railway Construction, through the research of the salary management status of the Fourth Engineering Co. in China Railway Construction, and based on the salary management system design program and company’s strategy and current situation, designed a salary management system that fit the requirement of the development the Fourth Engineering Co. in China Railway Construction.There are four sections in this article. The first part introduced the backbround information and objective of this article, discussed the related theories of salary management and motivation, and introduced the scholar systematically to the salary related concept definition as well as the research methods and contents of this article. In the second part, we introduced the basic information of the Fourth Engineering Co. in China Railway Construction, its organization structure, and analyzed current salary management. In the third part, aiming on the established model of salary management system design, we introduced the preparation work of salary system desing through organization restructuring, work analysis and performance management, and set up a flexible salary system in order to motivate employees of the Fourth Engineering Co. in China Railway Construction. The last part evaluated and concluded the redesign of the salary system of the Fourth Engineering Co. in China Railway Construction, analyzed its rationality, limitations and methods of improvement,has certainly to other enterprise salary system design profits from the significance.
