In logistics enterprises, the small and midsize in Huaihua City of Hunan Province, are the mainstay whose development is limited to the local economic condition. In order to change the current situation, a plenty of research are made to find the suitable strategies.Taking Huaihua for example, firstly, analysis that economy, traffic, culture and legal system of Huaihua is relatively backward current situation. Definition of the small and midsize logistics enterprises is explained. The third party logistic system is also analyzed. For the development of enterprises to provide a theoretical support.Both opportunities and challenges from the external environment can be found after study of the economic crises, WTO entry, the western development, rise of center China, regional advantages and industrial structure of Huaiha.Secondly, besides improvement of both human resources and facilities, this paper puts forward eight kinds of employees’deformity mentalities which has an adverse impact on enterprises, by analyzing the internal environment, human resources, intangible assets and facilities of the small and midsize logistics enterprises, operation situation of the small and midsize logistics enterprises in Huaihua is analyzed by the matrix analysis method of SPACE, as a result the developing strategy should be adopted, according to both external and internal environment. The most important core competence of the small and midsize logistics enterprises is talent advantage, learning ability, corporate brand and credibility, which is the elementary object, fundamental principle and basic idea of the developing strategy’s programming, three practical developing strategies are introduced, reliable strategy, shrinking strategy and growing strategy. The small and midsize logistics enterprises like Huairen should make use of the growing strategy, by corporation with colleges and universities, strengthening inner management, setting up learning organizations as well as being attached to other enterprises to speed up the development of all the small and midsize enterprises in Huaihua.All the researches can provide a reference to the small and midsize logistics enterprises in other parts of China.
