Labor dispatch is a new type of labor, which comes into being under the socio-economic environment that Chinese rapid economic development and employment needs are constantly changing.It meets the flexible demand for labor, not only controls of the enterprise labor costs, but also circumvent the risk of business and employment.In2008, the state promulgated the "Labor Contract Law" which limited and regulated the existing labor dispatch mode strictly, and indeed many shortcomings existed in the implementation of the dispatch process. Specialization is an important form of social progress, outsourcing plays a professional inexpensive premium services, is being widely introduced and becoming a conscious direction of development.Outsourcing not only combines the flexible labor of dispatch, controlling the strengths of the enterprise and personnel structure, and the advantage in the cost, the scope and the development prospects by the corresponding comparison. Outsourcing will become the new direction of more and more enterprises and employment options.After Business Process Outsourcing, in particular, the business associated with the core business closely, there are many risks.For example Outsourcing enterprises’ anti-control problem, the problem of sustainability of the business. So, implementation of the outsourcing reform still needs to create internal and external market environment.Researching how to optimize the organizational structure and control the unlimited growth of the number of employees as the starting point, and on the basis of sorting out domestic and international research, this paper describes our business employment status, analysis labor dispatch and outsourcing comparative in-depth, the dispatch costs, employment liability, scope of application, the development prospects of several aspects, this paper expounds the view that the transform of employment from the labor dispatch to the outsourcing on the future. This paper studies on the range of options on the outsourcing business, outsourcing market conditions, the outsourcing market, in order to avoid that the overall business restricted to anti-control after outsourcing. This paper combines the "quicksand phenomenon" of Chengdu Bus Corporation employment, takes its labor dispatch and outsourcing practice as case studies, especially how to foster the bus attached to industry outsourcing market competition. environment and get low-cost, high-quality outsourcing services.
