The Development And Construction Of Rural Health Security Service

All the time, the harmonious society demands the people-oriented and harmonious development, the economic and social of rural areas has relatively changed a lot. But the backward situation of health protection mechanisms and health services in rural areas changed little. In construction of new socialist rural areas today, social work methods and theories is introduced, assuming that people who live in rural society and rural communities is a vulnerable group that is subject to the social environment and their own capacity constraints and needs outside assistance. Through using some professional skills, social work can help people (community) in trouble to improve neighborhood conditions and to obtain the self-service ability so as to solve its issues of development and overcome the disadvantages of the general theory that focuses too much on the Macro-development strategy, technology and intervention by economic means so that it neglects the human own change and the community’s own resource utilization, this paper is committed to the integration of social work, especially theoretical methods of community work and rural health protection,in order to improve the welfare of farmers and promote the development of rural social work.The main content of this paper includes three parts, namely the necessary argumentation, feasibility study and reflection on studies. In the necessary argumentation, firstly, by the concept of "health risk", this paper analyzes the health problems of rural residents. and then discusses the status and problems of health security in rural areas, indicating a phenomenon that at this stage farmers’self-protection is missing and policy system security is not in place. therefore there is an urgent need for a new policies and systems to help individual harmonious development.The people-centered professional value of rural social work happens to coincide with requirements of the current harmonious society, and as a professional approach to solve social problems, it can actively respond to this need and so becomes a useful supplement to the policy outside the system. In the feasibility study, from the rural social work education and value view, This article discusses the feasibility of introducing social work into the rural health security system from its historical experience, policy foundation, professional values and meeting points of method. At the same time, drawing on the historical experience of rural construction movement, this paper presents a endogenous development road that it sees the whole rural community as a unit in overall dimension and takes the community capacity building as the center. And then from the aspects of community work this paper explores the specific practice of rural social work in the construction of rural health security. In the reflection on studies, we reflect on the dilemma of rural social work and the extension value of social work introduced into rural health. Finally, as the earnest expectation of the people,we hope that the health status of the peasant masses can be improved, Chinese social structure is more robust and social work in China can be developed in practice.
