Tour guides are the front-line staff in tourism. They are the representatives and as such, may constrain tourism development. Part-time tourist guides are an influential group in terms of number and scale. Compared with full-time guides, they are more profit-driven and unstable which makes managing them more complicated. There is a need for a standard to strengthen the part-time tour guide’s management, maintain the traveling market order and safeguard their lawful rights.This article emphatically analyzes the current working conditions of part-time tourist guides and takes it as the foundation, seeking the management countermeasure.This article is divided into five major sections. The first section is an introduction, introducing the article’s background, research theory and a practical and significant literature summary. The second section discusses the basic theory and the research base. The third section is about the management problems and genetic analysis of the part-time tour guide. The fourth section unifies the second and third parts. From the perspective of human resources it seeks the management countermeasures. The fifth section is the conclusion of this article.
