With the globalization of world economy and development of integration, the production and operation environment have been greatly changed. The boom economy development bring both challenge and opportunities to our enterprise, therefore, the essential for business management is how to implement business strategy and performance evaluation effectively and efficiently. The rapid development make business owner, government, creditors and business operators have the requirements to monitor oversight and evaluate the business. In addition to the consistent development of business performance evaluation index system and diversity of evaluation index, the analysis of traditional performance evaluation index system could not meet the requirement of consistent development of business and the strength of business competence. So the new performance evaluation index system-Strategy Map comes out as a solution. Balance Score Card provides a strategy framework for the description of creating value; otherwise, Strategy Map describes the organization how to create value through adding a detail layer to explain the time dynamic of strategy and a granular layer that used for improving explicit and importance. Strategy Map which is based on the four layers of Balance Score Card, create the relationship of them as inner core and connect the four layers through casual relationship, and set framework module to describe enterprise strategy through analyze its structure. It provides a clear framework to explain strategy how to connect the enterprise intangible asset and enterprise value creation process, and internal process of the enterprise how to create and distribute customer value and the financial results brought by customer satisfaction.Petroleum, as an important nature resource for social development, plays an extraordinary role in the national security and people’s daily life. In china, the oil company is not only itself industry monopoly but also the government oversight make it administrative monopoly. Hence, how to evaluate performance of oil company become a multi-object and complicated problem. The analysis that just from technical or economy side could not truly reflect the pros and cons the real business and competence of Oil Company. For business, Strategy Map could be a direct reflection and execution backup for business strategy. Before the designation of business Strategy Map, the decision-makers should understand the mission of company and only in premise of have all the information related to operation, the designation of Strategy Map could be possible. Therefore, business strategy which must meet the changes both from external and internal, is the extension of business vision, and should develops as the time goes. The paper analyzes the strategic development direction of oil company from the development of business performance evaluation index system and the specific economy characteristics of oil company. And provide suggestions to construct our own Strategy Map performance evaluation system based on the successful experience of similar foreign oil company.The research content of the paper is divided into following five parts: First Part:Introduction. Mainly introduce the background and meaning of research, explain the theory background of paper and realistic meaning. Then analyze the reference used in the paper, grasp the current trend of development of theory and explain the research method and logic and structural framework of the paper. Second Part:Theory summarization of business performance evaluation index system. We first introduce the basic content, changes and limitation of traditional performance evaluation index system, and then the definition, character and framework of Strategy Map.Third Part:Analysis of current performance evaluation index system in our oil company. We first detailed analyze the basic situation, and then describe the current condition and limitation of performance evaluation index system in our oil company, and finally figure out the feasibility and necessity of introduction of Strategy Map performance evaluation index system. Fourth Part:Learning from the experience of Strategy Map performance evaluation index system in Thornton Oil Company. The paper analyzes and compares the Strategy Map performance evaluation index system in Thornton Oil Company, and gets the revelation for our oil company.Fifth Part:Construction of Strategy Map performance evaluation index system in our oil company. The paper describes the Strategy Map for our oil company based on the combination performance evaluation index system and current environment.
