The research on compensation for rural land expropriation is significant. This paperattempts to make reasonable recommendations improving current land acquisitioncompensation system based on theoretical and practical study. A scientific assessment of landexpropriation compensation can provide standard for practical land acquisition, can effectivelyregulate the conflicts in the process of land expropriation, can safeguard the legitimate rightsand interests of landless peasants in the allocation of value-added benefits. And then, socialharmony and market value of land resources can be reasonably represented. The main contentsand conclusions are as followed.1)New land acquisition system and compensation standard was pointed out based onhistorical evolution on land compensation for expropriated land in various social stages.Combined with practical resettlement ways for landless peasants in study area of Wu’an city,diversified resettlement ways was put forward for regulating land expropriation actions andguaranteeing peasants’ living standards.2)This study presented the essence of compensation is to allocate value-added benefitsbetween farmers, developers and local governments. Taking study area of Wu’an as example,the adopted compensation standard is proved to be feasible, which can make objectivecompensation fees on non-public welfare projects land. In other words, the rational price notonly can reflect the value of land.3)This study got into compensation evaluation and price management. The above canimprove land price, safeguard farmers’ adequate compensation, and reduce land costs, such asblind expansion of municipal road construction, construction of grand square, and otherunpractical vanity project.Marketing concept is considered as an effective solution for compensation standard in landexpropriation. Examples also show that a reasonable compensation price can effective negotiatethe conflicts between landless farmers and land required applicants, can fully embody thevalue-added benefits of farmland conversion, can guarantee survival and development rights offarmers, can protect legitimate rights of landless peasants.
