The network has become a key part competitive source of modern enterprises, combining the advanced systems thinking with the optimization methods on logistics service capabilities and the construction about logistics network, coordinating and linking of existing nodes which scattered distribution to construct a logistics network for enhancing the logistics service capabilities shows a greatly practical and significant.After a review of literature, this paper defined the meaning of the logistics service capabilities, introduced three components of it:the operational capability, the administrative capability, and the incremental-innovative capability, put forward five evaluating indicators; explained six principles need to be followed about logistics network, displayed the external and internal two categories of influencing factors who have twenty-five idiographic factors should be considered and then constructed a consideration system of Hub-spoke logistics network. Then used ISM to differentiate this factors system to identify the factors which have a direct and significant effect on the logistics service capabilities of the logistics network, attained a multi-layer hierarchical graph of factors. After that combined the Cluster Analysis Method and Expert Grading Method with the result of multi-layer hierarchical graph to divide the arrangement of the nodes in logistics network, achieved a pyramidal node hierarchy which contains crucial nodes, main nodes and generic nodes, ascertained the level, function, development targets and position of each storied nodes. Based on these work getting a framework of Hub-spoke logistics network, then analyzed the phase of construction, the time of development, the theory of process, the main assignment and the drive mode. At last we obtained a Hub-spoke logistics network which has an obvious hierarchy, explicit function, extrusive key point, sequential progress and synergetic operation, it can effectively cover the whole region through fanning out from point to area and entire exposure from partial. Then used a substantial case of SRB to validate whether the model is correct or not.
