Modern logistics is a new concept. that forms traditional logistics germination gradually.The more and more practice at home and abroad show that modern logistics has become animportant industry in the national economy and the new point of growth, it is the optimization ofthe industrial structure and the guarantee of national economy sustainable development. So themodern logistics system construction attacts the attention of government and enterprises. Inrecent years the hub-and-spoke system research has become a hot research area.On the base of the specific analysis of the domestic and foreign research results andinsufficient foundation and taking the basic theory of regional logistic system as the researchbackground, the paper takes Liaoning Province as an example. Based on the present situationand problems of the analysis and study of logistics industry development in Liaoning Province, ituses the logistics hub-and-spoke system theory, credibility theory and heuristic algorithmoptimization method with the theory to build two new fuzzy logistics hub-and-spoke networkmodel: the greatest credibility model and value at risk model.The objective of greatest credibilitymodel is to maximize the total transportation cost in a given budget credibility and the target ofthe value at risk model is to minimize the total transportation cost in a given in the credibilityof service level. Two classes of models can be regarded as a pair of dual theory for decisionmakers, according to different value orientation with different options. Finally based on theanalysis this paper puts forward countermeasure and suggestion to promote Liaoning Provincelogistics industry development.
