Research On Problems And Countermeasures In The Application Of Whole Process Cost Management To Construction Projects

At present, our country has the largest investment quotas of construction project and the most engineering construction projects in the world. However, the theory of construction cost management is relatively backward in our country, which can’t meet the needs of the rapid development of construction industry and cause "three exceeds" phenomenon to occur frequently. The whole project cost control involves the entire process of project development and is a work with many uncertainty factors, many problems arise in implementation of projects and causing the project cost out of control. Therefore, it is necessary to analyze and summarize the various problems in the process of project cost control and put forward appropriate and effective measures. From the perspective of investors, to analyze the problems of the whole project cost control, this paper is composed of several parts as follows:(1) This paper summarizes the development and current situation of domestic and international construction cost management theory, combined with the actual situation of China’s construction project cost control, to determine the content and method of this study.(2) Starting from the basic theory of the cost of building the whole process of the project, explained the definition of the whole process of cost management, phasing, and the importance of the whole process of cost management.(3) According to the actual situation of engineering cost, this paper sums up the recurrent problems in each stage of the whole process of engineering cost control.(4) Through the analysis of the whole process cost control’s recurrent problem, this paper puts forward the improvement measures, such as introducing design supervision system, establishing the drawings checking regularly system in the construction stage.(5) With an engineering example, this paper introduces the cost control measures in design phase, bidding stage, construction stage and the completion of settlement stage.(6) Based on above work, this paper brings up suggestions about the whole construction project cost control in China and correlative future research.
