A trend of rapid growth has been presented in the economy along with the acceleration of socialization in China,which has a significant impact on the improved quality of life for residents.But at the same time,a big challenge has been posed to the electricity supply in China.As the trend develops,China starts to focus on the construction of power facilities and to invest a large amount of funds in that field,with a purpose of meeting residents' electricity demands.It can be seen clearly from the "Eleventh Five-Year Plan" of the State Grid Corporation that State Grid has inputted a large sum of funds into the advancement of constructing electric power infrastructures at this stage.The range of funding input has been largely lifted to reach nearly 900 billion yuan in total.As the "Twelve Five-Year Plan" is approached,China's economic development will be strengthened.According to the development of the power industry,demands for electricity will be further enhanced when the economic development is accelerated.In order to meet the needs of economic development,the country's power grids have been constantly optimizing their systems and increasing the expansion.From the system's point of view,a substation as an important part of the whole power system has its inevitable role in the system,which is also a critical managing content for the management of a substation project.China's substation projects mainly focus on the construction cost rather than controlling the total project cost as a whole in the implementation of cost control at the current stage.As a result,insufficient early input and surplus later investment have been caused in substation projects in China.It's frequently occurred in the project management of existing substations.Since the substation is highly professional,the management of the project should be also conducted by professional management methods.Also,if the project is of great difficulty,its management will be vulnerable to external factors.Therefore,we must proceed from the situation as a whole to implement cost control and to achieve effective connections at different stages.A substation project was taken as an example to analyze and study the cost control management from multiple angles in this paper.Moreover,factors and measures affecting costs were also discussed.The theoretical part of the thesis can be divided into six parts: The first part was an introduction: Theoretical bases of the paper were discussed with the formulation of preliminary research objectives.Meanwhile,research literature adopted and the development history of research contents have been also listed;The development course of cost control management was also analyzed.The second part was to research the selected case from the perspective of cost management: Profile of A substation project was firstly introduced;Next,cost estimation of the whole process was conducted to further analyze the whole process of cost control management and risk identification methods;The third part was the cost control supervision involving in the decision-making stage of A substation project: Firstly,based on main features of researched cost control,a cost control scheme satisfying stage requirements was designed by means of the whole cost planning of the project.The fourth part was to research main contents of cost control and management in the design stage: Features,key points and the overall planning of cost control supervision in the design process were analyzed firstly;Secondly,cost control schemes at various stages were planned preliminarily from the bidding control,the implementation of quota planning,the construction of a sound quality supervision mechanism and the implementation of the planning and supervision system.The fifth part was to analyze and expound cost control supervision in the construction process: characteristics and relevant project planning of the cost control management in the process were firstly researched to present corresponding modified suggestions;The sixth part was to analyze the cost control in the completion stage: Targeted cost control management schemes were designed from various theoretical points of view;The seventh part was the conclusion and overall induction.
