With the disappearance of Chinese demographic dividend, an increasing number of enterprises begin to consider how to maintain a sustainable and healthy development during the globalization with an intense competition. The success of Performance Excellence Management Model in the U.S. and the contribution that Deming Award made to Japanese economy have both provided successful experiences for Chinese government and enterprises to learn from. In2004, Chinese government officially issued the Criteria for Performance Excellence and the Implementation guidelines of Criteria for Performance Excellence. It is declared that National Quality Award shall be set up according to international practice, aiming at promoting Chinese organizations to integrate with advanced international level in management philosophy and operation, and enhancing China’s international competitiveness. In the previous Quality Award evaluations, strategic management and organizational performance monitoring system are the weak spots of most enterprises who failed in the evaluation. This paper sets the Performance Excellence Management Model as conceptual framework, the author’s organization as research object, and analyzes the logical relation between the research object’s strategic management and organizational performance monitoring system. This paper discovers the existing problems, and further develops an optimization scheme on the strategic management and organizational performance monitoring system for the research object. It is expected to provide guidance for enterprises implemented the Performance Excellence Management Model to set up strategic management and organizational performance monitoring system.This paper consists of6parts. Part one is the introduction, which introduces the background of the subject, the purpose and significance of the research, and the current research status. Part two is the theoretical review, which acts as the paper’s theory basis, illustrating the theoretical framework of the Performance Excellence Management Model and the balanced score card. Part three demonstrates the status quo of strategic management and performance monitoring system and analyzes their existing problems. This part, combined with the research object’s self-evaluation report, analyzes the research object’s problems on strategic management and performance monitoring system. Part four establishes the logical relation between strategic management and performance monitoring system. The logical relation between strategic management and performance monitoring is established on the basis of previous studies and performance excellence standard. Part five introduces the optimization scheme on research object’s strategic management and performance monitoring system. Part six is the conclusion, including the research findings and limitations.This paper focuses on putting the common problems that enterprises met when implementing the Performance Excellence Management Model into specific cases for research, in order to clarify the existing problems on strategic management and performance monitoring system and the proposed optimization scheme. It has significance on guiding enterprises implementing the Performance Excellence Management Model and writing self-evaluation report.
