Research On The Countermeasure Of Construction Of Professional Annuity In China 's Institutions And Institutions

Occupation pension is a kind of supplementary old-age insurance and it is also the second pillar to old-age insurance system based on the public officials participating in basic social-pension system, which will form three pillars of the pension mechanism---social basic endowment insurance + occupation pension + personal saving pension in the institutions. The new mechanism is useful to promote the establishment of integration the social security system. Occupation pension is a new attempt for the construction of the pension mechanism in China’s institutions, and it will make positive contribution to guarantee the pension replacement rate level and promote the reform of the pension system in institutions.The paper aims to put up with effective countermeasures and measures for this special group-civil servants in organs and institutions to promote occupational pension construction in our country, combining with the summary of the pension reform before in stitutions and the relevant policy documents about occupational pension, First of all, the paper introduces the overall concept of occupational pension, such as the pension concept, characteristics, classification, theoretical basis, and the necessity of occupational pension construction in our country based on data analysis. Secondly, the article introduces the situations of pension reform in our institutions before, and points out the the difficulties and problems faced to construct occupational pension on the basis of the analysis of the five provinces and cities in Guangdong, Shanghai, Zhejiang, Shanxi, Chongqing pension reform before, including the unperfected designing system, uncompleted policies and regulations, the risk of market environment and a series of problems. At last, the paper introduces the experience of foreign pension system, and then put forward the measures which should be taken in our country to construct occupational pension in institutions, including the basic construction principles, the system design in the fund’s collection, management, operation, a reasonable proportion of payment and the other matching measures and suggestions should be taken.
