The Research Of Low-income Housing Security Policy In Zhengzhou City

Residence is the fundamental requirement for daily life and business development. In today’s society it could be either a product or a housing benefit. The housing problems become increasingly sharp with more and more people choosing to dwell in the cities during current urbanization and industrialization in China. Three conflicts cause the housing problems in nowadays China:The limited supply of housing can not meet the growing demand for housing.The city low-income group can not afford the spiking price for housing.The imperfection of legal system can not guarantee the housing for social security recipients.To solve the problems government should exhibit more efficiency in putting the housing policies into execution. The reliable housing means stable lives for people, and thus it determines social stability. In order to secure the housing for lower classes in China government must establish effective laws and commit themselves to obey the law and execute the policies. To find the solution we should do specified and detailed research on this current social issue. This research will contribute to the theoretical as well as practical success of providing affordable housing for lower classes.In this article I studied the current housing market in Zhengzhou and make suggestions to government about how to implement social security housing policies. I use the experience of Singapore, U.S. and Hongkong for reference since these places has successfully offered housing to their lower classes. My suggestions are well based on the analysis on the external experience and the current housing market in Zhengzhou. To make my goal clear in this article I brief the history of the social security housing, generalize the research about foreign housing market, verify the evidence in the research and the outcome theory, explain the major research methodology, and construct a creative analysis of this housing issue. I also refer to other resources to back up my research result, which including the economic development in Zhengzhou in the recent 30 years, the changes of social security housing policies in Zhengzhou, and surveys about how successful the policies work to solve the housing problems for lower classes. I observed many obvious obstacles in the procedure to carry out the policies, such as fortuitous social resistance to accept the policies, the faulty business mode of developing social security housing, the insufficient supply of housing, the lack of honest third party to manage the social security housing resource, the encroachment of the social security housing resources, and the lack of legislation to limit contractor’s abuse of its duty. I analyzed the successful experience and effective policies in solving lower classes housing problems from other places for the sake of devising a solution for Zhengzhou. As matter of fact the most important thing to the social security housing is a correct value in society according to present economic environment in Zhengzhou. The value will direct policy makers to treat the housing problems with vision in a long run. We need government to offer more policy support and capital investment to social security housing. We are looking forward a more credible political management to rule the social security housing and help low-income group classes to possess their own home.
