However, due to the affordable housing policy-making in China is still a short time, high prices, a sharp increase in urban population, the demand for the construction of affordable housing is imperative. Establish and improve the affordable housing policy means to promote healthy and stable development of social and economic.At this stage, there is a series of questions, such as too narrow coverage, availability and shortage of founds in the affordable housing policy of China. Draw on the part of the city’s affordable housing areas in the United States, Germany, Japan, Singapore and domestic advanced level of government intervention to set up specialized agencies. With the reference of Qingdao mode, which has been taking the lead of the affordable housing policy in China, the affordable housing policy orientation must be in accordance with the overall planning, appropriate security, dynamic adjustment of the basic idea of hierarchical operations to further clear the Government’s main role in the construction of affordable housing. Strengthening the regulatory and guiding role of mechanism, optimizing affordable housing system, to solve the major issues of low-income groups’ housing difficulties, and improve the people’s livelihood.
