The Research On The Implementing Difficulties And Solutions Of Indemnificatory Housing Policies For Urban Low-income Groups

Housing is one of the necessary basic conditions for human survival, but in recent years, with the rapid development of social economy and the accelerating process of urbanization, the housing prices of many regions are too high and rise quickly, lead to the ordinary people cannot afford to buy a house, and the housing problems of low-income groups are difficult to solve. Therefore, the party and government attach great importance to housing security, continuously strengthen the construction of affordable housing, in order to meet the basic housing needs of low-income groups, to realize the goal of “Home ownership”. After years of unremitting efforts, the construction of urban housing security system in china has made remarkable achievements, housing security system basically established, residents’ housing conditions has been greatly improved. But at the same time, the practice of housing security also exposed a lot of problems. Lanzhou as one of the less-developed areas in Western China, due to the restriction of a series of problems by the government limited financial resources, the scarcity of land resources, lack of effective regulations guidance and performance evaluation system etc, some indemnificatory housing policies for low-income groups often cannot be effectively implemented, low-income groups to enjoy the housing security is very limited. Therefore, it has important theoretical and practical significance to research on the indemnificatory housing policies for low-income groups in Lanzhou city.Firstly, based on elaborating the relevant concepts and theories of indemnificatory housing policies, this paper investigates the development history of indemnificatory housing policies for urban low-income groups. Secondly, combining the implementation results of indemnificatory housing policies, points out its existing problems, and puts forward the corresponding solutions. Finally, taking Lanzhou city as an example, systematically analyzed the present situation of indemnificatory housing policies for low-income groups, and proposes the specific countermeasures. For example, build the government-led of affordable housing supply system, adopt a “hybrid construction” mode, strict censorship, establish the housing dynamic information system, increase the housing security policies of fiscal and financial support, strengthen the supervision and management of affordable housing construction etc, in order to improve and perfect the indemnificatory housing policies for low-income groups in Lanzhou city.
