From the government functions and social security point of view, the first part of the paper demonstrates that resolving the housing problem of the low-income groups is unshirkable responsibility of the government, and it is also one part of the social security system. On this basis, the second part of the thesis reviews the development of Shanghai housing security work, and discusses and evaluates housing provident fund system, the low-rent housing system, the supporting housing system, public housing leasing and old building rectification system and system of discount for the purchase which are connected with protection of low-income groups in Shanghai nowdays. And then, the third part analysis the main problem of the current Shanghai housing security system of low-income groups. First, from the perspective of actual situation on resolving low-income groups'housing needs, the thesis analysis the deficiency of current housing support system, and then analysis the deep-seated reasons for Shanghai inadequate low-income groups housing security system. The first reason is deviation of the current real estate function; the second reason is government insufficient attention to the security work. Finally, the fourth part of the thesis puts forward strategies on perfecting Shanghai low-income groups housing security system in the sides of rental model, planning, financing, rationing mechanism, construction, and management etc on the basis of certifying low-income groups housing security system should be concentrated with low-rent housing system. Focus on house renting model mainly, the low-rent house construction work should be strengthened in scientific planning, rational distribution and financing work should be securied by strengthening consumer guide and source of funding through tax reform. Besides, rationing mechanism should be improved by establish individual income certify system, credit evaluation system and so on. At the same time, the government should strengthen low-cost housing construction and management work through market mechanisms with the help of various sources. On this basis, other recommendations are briefly raised on improving the low-income groups housing security systems: First, expanding benefits through subsidies of classification; Second, improving the matching system prefer to low-income groups; Third, establishment of economic and applicable lease housing.
