Research On Housing Welfare Of Taiyuan With Urban Low-Income Groups

Housing is the most basic subsistence for human survival and development; the basic conditions for protecting the citizens survival rights, and the basic premise of Social stability. In resent years, due to various cities in China has been in a high state of housing prices, housing security problem for low-income groups has been caused the high degree attention by government and widespread concern by community. Many cities are actively exploring effective ways to solve this problem. While housing security which the various cities provide for urban low-income groups is very limited. Taiyuan is one of the representative cities. Therefore, to study the urban low-income groups'housing security of Taiyuan city has important theoretical and practical significance.In this paper, first through the literature review forms it sums up the situation of domestic and foreign scholars'research on housing security of urban low-income groups, and also it is the significance of choosing this title. Secondly, it does an analysis of the connotation and characteristics of housing security, and explains the theoretical basis to solve this problem. This thesis systematically analysis the basic situations and reasons for the rising price of Taiyuan housing. Through the data it explores the status of urban low-income groups housing pressure under the high price, also does research and analysis about the problems which occur in the house security implementation process of Taiyuan' s low-income groups recently. Problems on economical affordable house, low-rent house were mainly analyzed, Such as the shortage of economical affordable house supply, not clear sales targets, none economy price, the remote location and focus; lower standard of housing rental subsidies for low-rent house, lacking of a proper exit mechanism, unstable funding sources. Finally the countermeasures and suggestions were proposed to solve the problem about housing security of urban low-income groups in Taiyuan from the following aspects: housing security laws and regulations, raising awareness of government responsibility, strengthening the management of the economical affordable house, improving the low-rent house security system. These has important practical significance for further promoting the development of housing security of Taiyuan urban low-income groups, also for maintaining social stability and achieving harmonious development of society.
