With the rapid growth of the economy and international trade in China, the demand for our shipping and port is more and more, the scale of the ports have also been expanded, port environmental issues is gradually revealed. In recent years, the ecological environment of the port gradually deteriorated, the traffic congestion of cross-region between the port and urban is severe, there are conflicts of earth in the development process of the ports and urban. All of the environment issues have got more and more attention from the port managers and scholars. The environmental capacity and sustainable development level of the port will directly affect the development of the port in the future, therefore, it is essential to study the environmental carrying capacity of our ports.In this paper, it summarizes and further proposes the concept of port environmental carrying capacity based on the results of other scholars, broad port environmental carrying capacity. The "environment" includes both the port natural ecosystem and socio-economic subsystem. This paper makes a brief analysis of the development and environmental problems of our major coastal ports. Combining with these existing problems, it analyzes the main factors of the port development from the aspects of the port environment state, sources of stress and how to bear the pressure, establishes evaluation index system of port environmental carrying capacity and the evaluation model of the text-Set Pair Analysis(SPA) and Entropy-Weight, and determines the value of each index. Finally, it chooses our the major costal ports as the evaluation objects, namely Dalian Port, Tianjin Port, Qingdao Port, Shanghai Port, Ningbo Zhoushan Port and Guangzhou Port, evaluates environmental carrying capacity of our major ports and predict the maximum throughput of the ports in the current environment carrying capacity. The evaluation results show that:the environmental carrying capacity of Shanghai Port, Ningbo-Zhoushan Port are the best in our major coastal ports, the worst is Qingdao Port; and the evaluation results of this paper has the absolute stability by the results’stability analysis; environmental unit carrying capacity of Shanghai Port and Guangzhou Port has a greater advantage, the following is Dalian port, environmental unit carrying capacity of Ningbo-Zhoushan Port is minimum.This paper introduces the SPA into the evaluation of port environmental carrying capacity. After the test, the SPA owned good stability, and it achieved satisfactory evaluation results. This paper assures that the existing level of port environmental carrying capacity is constant, and predicts the maximum handling capacity of ports based on the research of port environmental carrying capacity, and it will provide a theoretical basis for the construction of green port and sustainable development of the port.
