Managers are core component of enterprise development, the quality of competency directly affects the performance and strategic development. Economic globalization and technological innovation caused a rapidly changing international and domestic environment, the role of the banking sector in national economic development is getting more and more concerned in society. The global financial crisis outbreaking recently, which push banking sector to the location of the limelight. Chinese traditional state-owned commercial banks are pillars of stability and development of Chinese financial sector. How to complete the strategic objectives and stand out in complex and volatile international and domestic environment has become a top priority of the Bank’s development. This requires that the enterprises have highly qualified managers to lead the enterprise while maintaining stability, evaluation, training and selection of managers require the support of scientific and perfect performance evaluation system.Performance management is to adopt scientific methods in order to achieve the development strategy and objectives of organizations, by overall monitoring, analysis, evaluation of staff attitude, behavior, work performance and comprehensive ability, fully stimulating their enthusiasm, initiative and innovation, continue improving the behavior and competence quality of employees. From competency-based perspective, performance can be seen as a competency, changing the traditional performance appraisal to focus only on the behavior of the performance indicators to assess the content is more balanced between the dominant indicators and implicit indicators. More objectively and comprehensively reflect the individual performance results, and effort. Competency model-based performance appraisal applies the management of the organization with new tools and ideas for the direction, and breaks the traditional evaluation of the ideas, making the essential changes in the choice of assessment indicators.Competency model is introduced into the performance appraisal of the YJ bank managers can improve the existing performance evaluation system, and avoid the one-sided laggard shortcomings of evaluation indicators. While competency model is combined with other evaluation methods to use, can make a more comprehensive evaluation to the management staff.This paper has made a brief comment on the competency model through the litera ture review, studied the link between competence and performance. Some questions were found by using the performance appraisal methods and the survey on YJ bank. Fir st of all, The quality of management was very low. The second, YJ banks only focus on financial indicators not the performance appraisal of managers. The third, Evaluation s ystem is the lack of full participation. The six dimensions and19competence elements was very important to the performance appraisal of YJ bank managers. Using the Anal ytic Hierarchy Process (AHP) to make the weight of the competency elements and rati ngs subject, and finally concluded that the inspection table can be used to practice the p erformance of management-based competency model.Found by this paper:with the deepening financial sector reforms and increasing competition in the industry, competency model is introduced to the the YJ bank performance appraisal has a strong feasibility and practical significance, and changing the behavior of traditional performance appraisal to focus only on indicators, and reflecting the results of individual performance more objectively and comprehensively. The competency model can be used with other assessment methods at the same time, not only make horizontal assessment index more comprehensive, but also to achieve full participation from the main body of longitudinal assessment.
