This paper first introduces China’s telecommunications reform since the last century of the past decade, focusing on an analysis of telecommunications in 2008 after the reorganization of China’s telecommunications market and the status of communications markets in Dongying. It combined the development of Dongying’s local economic and communications industry. It lucubrates under the new situation, the market development of Dongying Unicom and the problems in marketing of Dongying Unicom. Proceeding from reality and use the market’s basic knowledge of marketing theory, customer behavior analysis of consumption, summed up the strategy of competitors. According to the opportunities and challenges facing, in particular 3G mobile license to get new challenges, to take a quantitative research and qualitative research methods combined with the Company’s target market from the products, services, pricing strategies, marketing channels, promotions several aspects, such as an in-depth analysis and strategic positioning, the 3G broadband mobile communications business and the business as the company’s core business to develop, other businesses and products tightly around the core business to carry out. According to the company facing the development of the situation, from the channel construction, customer relationship management, and aspects of market competition, such as the company’s strategic planning and marketing strategy, the concept of corporate culture, management mechanisms, customer relationship management and specific services, such as in-depth analysis of means, core business combined with the prospect of future development, the defense of traditional business strategy, differentiation strategy data services, fixed and mobile convergence strategy and major business leader to follow the type of competitive strategy, the establishment of community services manager for the system of marketing strategies, improve decision-making support system, customer relationship management systems.
