With the publication of "on deepening the reform of telecommunications notice" by China's Ministry of Industry and Information, National Development and Reform Commission, and the Ministry of Finance on May 24,2008, the industry of China's telecommunications is going into the 3G period and the competitive environment of the industry is going to change deeply.As the previous leader of the industry, for NingXia Telecom, there are problems: how to seize opportunities of the development and meet the challenges; How to enhance their core competencies, doing a good job in preparation for the long-term competitiveness; How to bear the responsibility of enterprises, and expanse the social influence? This paper uses the management knowledge to elaborate the development status and integration trends of the telecommunications industry, to study and judge the restructuring of NingXia Telecom and licensing approach of 3G, and to analysis NingXia Telecom's strategic position. By drawing on business development experience and lessons of the international 3G operator, it researches on the overall strategy after China Telecom in the telecommunications restructuring and 3G licensing market, majoring in differentiation strategy and supporting by institutional innovation strategy and brand strategy at the same time, and puts forward competitive responses program in the customer development, product development, tariff development, channel building, and market development. The study seeks to help the managers to control the company with future management, to use now to ensure the future, and to grasp the development of the telecommunications industry and changes profoundly. By the way, it makes the practical strategic objectives, helps grass-roots staff to establish an effective work plan for the 3G and guides the enterprises of the different agencies through collaboration to achieve the company's comprehensive, health, sustainable development.The paper is basing on the theory of the strategic management and marketing, using the PEST analysis (Politic analysis, Economics analysis, Society analysis, Technology analysis, PEST), SWOT (Strength, Weakness, Opportunity, Threat, SWOT), Porter's Five Forces Model, competition strategic theory and other methods. Through the analysis of the external macro-environment, the industry economic environment and the business micro-environment after the reorganization of NingXia Telecom, giver the 3G period of NingXia Telecom's competitive strategy...
