Operation management, as the foundation and guarantee of customer service management and business operation and management, is a long term job of telecommunication enterprises. However, the traditional management system mainly responds to equipment and technology, which leads to the slow response speed, low customer satisfaction and failure to take the initiative to provide services to customers. Therefore, in the increasingly fierce competition in the market under the new situation, the management strategy of telecom enterprises, while implementing its strategic transformation, should follow the beaten track from the work behavior into creative work, from the attention of user quantity to that of enterprise benefit, from passive into active work, from the equipment and network-oriented to market-and business-oriented, to meet the needs of the market-oriented, customer-centered, benefit-targeted business development and service quality requirements.This article introduces the background of Chinese telecommunications industry reorganization as well as the concept, development process, key point and the trends of the telecom operation management. It also analysizes the present situation and some problems of IMU operation management. Considering the features of the telecommunications industry management, the development situation and present management of IMU operation, the article addresses the problems by analysizing the management strategies of IMU after the reorganization of the telecommunications industry in terms of supporting means, network quality, service ability, resource cost benefit and personnel. And then accordingly it puts forward detailed strategies to perfect service system, strengthen the support means, improve the quality of network service, enhance customer service support capability, improve resource cost benefit and constructure a better talent team.
