The Research On Provincial Financial Centralized Management Of Guangxi Telecom

Financial centralization is an important method for national enterprises to prevent risks and improve operational efficiency, and it is also a very popular practice for many international corporations. The proactive exploration of a full-service and new type financial management system as well as popularization of provincial financial centralization is a necessary means to optimize and transform the financial management of China Telecom. Provincial financial centralization is an innovative project and requires ongoing exploration and study. The investigation on how to make the provincial centralized accounting platform play its roles brings some reference to the research and establishment of provincial financial centralization in the near future.This thesis consists of six chapters. First briefly introduced the research background, objective and significance, and it also concisely presents the research contents and its innovation. Secondly, a brief theoretical research is made about the financial centralized management through three aspects of management control theory, company regulation theory and financial governance theory; moreover, by presenting the management function of financial centralization, the financial centralized management framework is planned in this chapter as well. Then briefly comments on the current status of Guangxi Telecom, thereby, the objective and significance to launch provincial financial centralized management is presented accordingly. By comparing the status before and after the implementation of provincial financial centralized management, this chapter also investigates on the necessity of financial centralization. Chapter Four gives an intensive study on relevant issues of provincial financial centralized management of Guangxi Telecom, to start embodiment, and it also offers analysis on financial organization structure, procedures as well as the reconstruction of financial system. The next chapter elaborates the actual effect achieved by provincial financial centralization of Guangxi Telecom and also puts forward assumptions on the future promotion methods basing on the issues confronted during the execution of financial centralization. Finally summarizes the research subject of this thesis. It also points out the view that provincial financial centralized management is a great reform in respect of corporate management and financial governance, and it is also a reallocation of the provincial and municipal corporate financial rights. The active propelling and expediting of financial reform can provide more and better management control and decision-making services for corporation transformation.
