The Study On Agricultural Science And Technology Agriculture R&D Resource Allocation Of Hebei Province

2012 central file puts forward "the opinions on promoting the innovation of agricultural science and technology continue to enhance the supply of agricultural products security ability", and it shows that the central government pays attention to the innovation of agricultural science and technology seriously and the status of agricultural science and technology resources allocation. The status of agricultural science and technology resources allocation is reasonable or not which directly related that whether the agricultural modernization implement successfully, the sustainable agricultural production capability can maintain or not, whether the agriculture has competition ability or not. Based on the above, this paper develops the study of the science and technology agriculture R&D resource allocation of Hebei province, and it wants to find the reasonable mode of configuration of resource of agricultural science and technology in Hebei Province and enhance the competition ability of agriculture, and it provides assistance to realize the agricultural modernization in Hebei province.The first chapter reviews the research status at home and abroad, and discusses from agricultural science and technology resources allocation situation of R&D, configuration, allocation efficiency and capital investment. The paper derivatives the theory meaning and realistic meaning of science and technology agriculture R&D resource allocation of Hebei province through the status research at home and abroad.In the second chapter, from the theoretical point of view, firstly, it introduces the agricultural science and technology resources theory: resource scarcity theory and resource flow theory; non equilibrium theory; profit maximization theory and the optimal theory of Pareto. Secondly, it introduces the mode choice theory of the agricultural science and technology resources allocation: the leading mode of administration and market leading pattern. Finally, it briefly introduces the relative theory of the agricultural science and technology resources allocation.The third chapter to the sixth chapter, from the practical point of view, mainly through the current situation analysis and empirical analysis, it identifies the current problems of science and technology agriculture R&D resource allocation of Hebei province, and finally puts forward to the promoting suggestions of agricultural science and technology R&D resource. In the third chapter, it analyzes the current situation from the agricultural science and technology talent reserves, agricultural science and technology resources situation, job award of agricultural science and technology and the achievement amount of agricultural science and technology activities; and then uses the fuzzy comprehensive evaluation method from the perspective of government and farmers in two aspects of agricultural science and technology resources allocation efficiency evaluation. The fourth chapter of this paper, it uses the analytic hierarchy process AHP, understands the important degree of index of agricultural science and technology R&D resource allocation, and understands the input index of marginal output elasticity by canonical correlation analysis method.Through the status analysis of the third chapter and the empirical analysis of fourth chapter, the paper finds the problems of the current science and technology agriculture R&D resource allocation of Hebei province. The fifth chapter of the article finds the following problems from the analysis of the internal level, intermediate level, market level and external environment level: the level of the subject -- low quality of employees, the low utilization rate of achievement of agricultural science and technology, unreasonable structure of agricultural science and technology talent and the low efficiency agricultural science and technology personnel marginal output R&D; intermediary level– less intermediary institutions, less efficiency of agricultural science and technology innovation, the low degree of organization of farmers, lack of agricultural extension guidance mechanism, imperfect of intermediary functions; the market level– the insufficient of agricultural science and technology resources supply and demand, the confusion structure of configuration mode, no usage of market mechanism; external environment level– the lag system of agricultural science and technology extension, the unreasonable management system, the low support strength financial institutions, unsuitable of finance investment direction and the direction of market demand.The last sixth chapter, the paper introduces the research conclusion. According to the problem which the fifth chapter refers, it puts forward some countermeasures and suggestions.
