Study Of The Allocation And Management Of Science And Technology Funds

Science and technology funds allocation is an important part in the allocation of science and technology resources. Configuration scientifically and standardly has great significance in improving the efficiency in the use of science and technology funds and promoting the optimization of science and technology finance. With the deepening of Science, technology and economic integration, the competition of economic strength among countries has gradually evolved into the competition of science and technology strength. Countries pay more attention to optimizing the science and technology funding allocation than ever before. Our country has done much research on science and technology funding allocation management, but there are still some problems currently. Mainly presented as: science and technology funds have been insufficient and the gap between us and developed countries is too wide; science and technology funds distribute in unbalance among provinces, the construction of R &D is not reasonable; the allocation system is faultiness, the relationship and division of work of macro-level management and market behavior are not clear; to be short of quantitatively measure for science and technology funding allocation system; the effectiveness and rationality of science and technology funding allocation is short of data support, etc. these problems restrain the efficiency of science and technology funding allocation and the development of science and technology in varying degrees. To solve these problems this dissertation has studied about science and technology funding allocation management.(1) Using science statistical data to demonstrate the current situation of the amount of science funds input and allocation structure; using the Gini coefficient method and the method of correlation analysis; comprehensively empirical researching the input ability and output ability of the science and technology funds; clustering analyzing the science and technology funds allocation efficiency.(2) Analyzing the input subject, executive subject, management system, management mechanism and environmental factors which science and technology funds allocation referred to; constructing the framework of science and technology funds allocation system including various subjects and management mechanisms; analyzing the operating mechanism of science and technology funds allocation system.(3) On account of the national and foreign experience, analyzing the influence factors in choosing science and technology funds allocation considering the regional differences, type of activity and executive subject; putting forward the three-dimensional analysis for science and technology funds allocation choosing and optimizing; inducting and classifying science and technology funds allocation model in application of classification methods; proposing science and technology funds allocation models such as government support, government choosing support and enterprise input considering various influence factors.(4) Studying science and technology funds allocation management mechanism considering organization, coordination and supervision mechanism; constricting science and technology funds allocation organization system considering funds income, management system, and allocation model and classification system; from the macro and micro, designing Two-tier Hierarchical and Multi-level Coordination Relationship of science and technology funds allocation level; improving science and technology funds allocation supervision system considering macro-level management and science and technology mechanism.(5) On the basis of the analyses and studies of the science and technology funds allocation actuality, allocation system, allocation model, and management mechanism of our country, this dissertation has given suggestions to improve science and technology funds input ability, optimism science and technology funds structure and complete the science and technology funds management mechanism.
