China has been the largest coal producer in the world for many years, but the scientific-technological content of the coal industry is far lower than the international average level. What cause the situation are no more than inadequate sci-tech investment and inefficient sci-tech investment. Therefore, valuation and research on the efficiency of sci-tech investment and the relationship between input and output are not only of important theory value, but also of positive reality meaning on finding the reason of inefficiency of sci-tech investment and formulating remedial measures. So the research in the paper is also necessary.The paper has defined a series of concepts about sci-tech investment in coal enterprise based on all researches home and aboard and present situation of coal industry in China, selected DEA as the most sensible tool to analyze the relative efficiency of coal enterprises in China, found the real reason leads to low efficiency and calculated redundancy of input and the inadequate quantity by analyzing the cross-sectional data of13coal enterprises in Hebei and the time series data of some coal enterprise in Hebei. The paper has also calculated the relationship between sci-tech input and output by the mean of SAS, which is very important to enhance some output with a clear aimThe paper analyzed sci-tech efficiency of some coal enterprises in Hebei. Finally, the paper also proposed countermeasures and suggestions for improving sci-tech efficiency of coal enterprises in Hebei province from internal and external causes in philosophy and three points of view of government, the society and enterprise itself.
