It is predicted that China will be the largest tourism destination all over the world in 2020, as the tourism industry has developed prosperously these years. During the implementation of the nationā€™sā€˜12th Five Year Planā€™, core competitiveness of industries is being improved and the upgrading of structure of industries is being promoted. Therefore, how to assure the long-term and stable development of the tourism industry is a key topic of both experts and the government. It is known to all that human resources have played more and more a vital role and become the core competitiveness of the tourism industry. However, the loss of excellent tour guides evokes the attention of the mass, which has caused the negative influence to the long-term and stable development to the travel agency. How to curb this phenomenon is significant to the travel agency.This thesis is from the point of the human resources management of the travel agency, using Incomplete Contract Theory to analyze the phenomenon of the tour guide drain. First of all, literature of human resources will be reviewed to understand the status and development of the academics. Then, the Incomplete Contract Theory is going to analyze the drain of tour guides. Based on the literature review, the questionnaire will be designed based on a particular depth interview. Thirdly, this paper will seek to understand the ingredients and the process of the loss phenomenon of tour guides. Finally, a series of measures will be deduced to provide concerned suggestions to lower the ratio of the loss phenomenon of tour guides in the travel agency.
