Construction enterprises are comprehensive companies, of which purpose is contracting construction projects and earning economic benefits. Since market competition mechanism introduced China architecture field, the construction enterprises competition has been tend to fierce. To obtain engineering projects, the tenderer undercut prices of each other. So, even if getting the project, the profit is meager, resulting in declining economic efficiency, that serious endanger the survival and development of construction enterprises. "Improving the management to get more profit" has become the core themes of all the construction enterprises. In the same situation of technology advantage, construction capacity and products quality, construction enterprises should reduce costs and make the price advantage to be the core competition to survive and develop.Company Z is a private enterprise, that is enslaved to company size, enterprise qualification, management capacity, etc. To compare with the large State-owned construction enterprises, Company Z faces more cost pressure. To effectively control the cost, Company Z implemented internal project cost management system and had made some achievements. But there are still some problems, such as some of the projects did not pay attention to the cost management, so they did not work according the requirement; There is no effective interaction within the project, the lead department did not get supports; There is no specific procedure and requirement for cost guess and estimate, inspection and monitoring; The project managers lack project ideas for cost of systematic and process control, resulting in cost could not be effectively controlled, or even losses. To solve the problems, according to cost control theory, the system of controlling project cost procedure is designed for Company Z.The structure of thesis is from overall to subsection and total. At first, it analyzes concept, structure, factors, content, principles and procedures of project cost control. Then, using case of a metro project of Company Z discusses cost control procedure in different stages of project, and analyzes key points of cost control. At last, according to cost control theory and case analysis, the system of controlling project cost procedure is designed.The project procedure control system is a closed system with horizontal to the edge and vertical in the end. From the horizontal view, the control system should include plan, budget and finance. Plan includes construction and resource equipment, budget calculates responsible cost that is the goal of cost control. Finance calculates actual cost and profit to evaluate rewards and punishments of project. From the vertical view, the implementation of control system should includes project preparation stage, implementation stage and completed stage. Different stages has different key point. The important works in preparation stage are project scheme and calculation for responsible cost. They are pre-control measures. The important works in implementation stage are controlling subcontract cost and material cost, and making changes and claims work. In the completed stage, finishing management to avoid benefit loss is the key work.The study of the thesis mainly comes from work practices. And the cost procedure control system could be referenced by the other construction enterprises.
