Study On The Cost Management Information System Design For Project Management Of Construction Enterprises In China

Nowadays the construction industry in China has stepped into the meager profit age as the developing fierce market competition. The survival challenges facing most of the construction corporations, especially the small and medium enterprises (SMEs), are extremely severe. Therefore enhancing the cost management in particular the project cost becomes the critical topic to our construction industry. And large amount of enterprises with advanced management awareness have applied various IT measurements for data collecting, monitoring, even the project synthetic managing in recent years.Meanwhile, over years of national reforming from planned economic system to the socialist market economic system, there have produced huge differences in our construction market from the tendering and bidding management, labor management, material management, machines management. These management models differences become the obstacles to carry the project rational costing for our enterprises. Furthermore, the project management department is set up in small scale and then grows to become a comprehensive group, and finally disassembled gradually during a whole project period. In this period, the staff and their responsibilities in the cost managing team will be adjusted dynamically. Consequently, it requires that the project cost managing IT system suitable for our construction enterprise should consider the special costing features in our market and the huge differences of costing management between out different enterprises, and the dynamical adjustment of the costing management during a project period.It is also considered that in general our construction enterprises are labor-intensiveness, the staff professional quality, especially the IT skill for the project management department staff, are still in a comparative low level. Therefore, the project cost management IT system should be designed with easy-using style to suitable for the IT condition and ability of target company and staff. It will be the great help for popularizing IT system to the real application in the project management department of our companies. Consequently, this paper mainly considers that special requirements in our market, include the complexities of project cost management models, the frequent job movement of staff, the responsibility adjustment of costing team during project period, and the uneven IT abilities of users. This paper surveys and studies the several management situations, and analysis these models, finally to design a IT cost management system with improved configuration features, friendly interfaces and easy-using operation style. In this system, the operators can quickly assign costing management responsibilities through configurating the system. The system assigns the different modulates for different users and everyone only can operate the assigned features, which function will obviously decreases the mis-operation faults from users. Furthermore, the uniform and simple interfaces of system help to decrease the workload of new system training.In this paper we try to give a comprehensive study and beneficial works to promote the researches on the IT solutions for the construction project costing management system in Chinese market.
