Engineering And Construction Project Design Phase, Project Cost Control

Design is the only way to transform decisions and ideas into realities, and it is also the economic and technical documents to guide the construction of the project. From the aspect of the cost control, the design phase is the crucial stage for the cost control of the whole project. The scale and standard of the construction project and total investment is determined during the design phase. According to some studies, 75%-95% of the total investment is determined by the design of the project. So, after the decision of the project, the crucial phase of cost control is the design stage.By analyzing of the theory, application and application status of Value management and Life Cycle Costs, this paper aims at clarifying some incorrect views and perspectives of Value management at present, creating and improving the application mode of VM in construction project cost control, proposing some relevant countermeasures and suggestions to solve problems existing in the present application, providing some theoretical, ideological and methodological guidance and assistance for reducing construction project costs and improving efficiency.Attributed to reasoning through the methodologies of statistics, economics, mathematics, combining with methodologies of comparison and generalization, both the qualitive anaylsis based on the theories and practices, and the quantitive anaylsis based on value engineering in the content make the dissertation more meaningful in the projects practices.
