With the state enterprises reform, water conservancy and hydropower company has gradually gone from a power supply station into a modern enterprise which is operated independently, assume sole responsibility for its own profits and losses, account, independently. Faced with the fierce competition in the market, the enterprises begin to pay attention to internal management in order to ensure the sustainable development of the enterprises. Performance management as an instrument which can realize strategic target and schedule the business management process is accepted by more and more enterprises. But, in specific management practice, many enterprises have the wrong knowledge of performance management, and the actual operation also faces many obstacles, resulting in corporate performance management to a large extent a mere formality, not a very good service for the corporate strategic goals.As a developing water conservancy and hydropower company company A also has some problems in the performance management system. Based on a large number of documents, this paper makes a review and summarization of the performance management theory system and performance management tools and methods, for the design of performance management system of company A lay the theoretical foundation. Combined with the relevant materials of company performance management, using a combination of normative research and empirical research methods, and synthesize analyst, comparing with other research tools, this paper also analyzes and studies the company traditional performance assessment system in order to design a set of scientific and reasonable performance management plan, then solve the actual problems which exist in the company performance management, and provide reference for performance management of the other water conservancy and hydropower companies in China.This paper is divided into five parts, The first part mainly puts forward the research background, research significance, research methods and the logical frame; The second part organizes the performance management theory system in literature review form, then analyst and summarizes the performance management water conservancy in the hydropower company. The third part introduces the basic background and corporate performance management status in this water conservancy and hydropower company, and analysis the problems. The fourth part designs the new performance management system of company A, and puts forward a performance management system design which is more accord with the company characteristics, and analyst the application effect. The fifth part puts forward the conclusion of this paper.In the process of new performance management system design, the author used a relatively new performance management tool, integrated use of key performance indicators and 360-degree performance appraisal method in order to highlight the advantages and to avoid weaknesses of the results. Based on the original performance management system, the author riches company’s current performance management system, and changes some areas, to achieve the company’s overall performance management system redesign. The new design of the water conservancy and hydropower company A performance management system makes more targeted and binding through the performance management system reform, It can streamline internal management processes, further enhance overall efficiency, enhance the core competitiveness and profitability, and achieve sustainable development.
