Research On The Development Strategy Of Project Supervision Industry In Chongqing

The project supervision system of our country established since1988, has lasted24years, has made great economic and social benefits, and has showed a huge role inperfect construction market management system, improve the level of engineeringconstruction management and investment efficiency. In recent years, project supervisionindustry of Chongqing has a good momentum of development, obtained very goodresult, but also there are many problems, such as lack of core competitiveness ofenterprises, the service is low; the supervision market and the owner’s behavior is notstandardized; industry duty right is imbalance, brain drain is serious and so on. Theseproblems have become the bottleneck of engineering supervision industry developmentof Chongqing. In addition, the city of Chongqing is located in inland, the projectsupervision started relatively late, and the theory of industry is weak. The furthertheoretical research is need to be strengthen, in order to better guide the Chongqing Cityengineering supervision industry.This paper is dedicated to indicate the direction of the development of the industryof Chongqing engineering supervision, according to the series problems of Chongqingengineering supervision, explore the root in the theoretical, and put forward thecorresponding solution, in order to provide reference for enterprise development andgovernment decision-making.In the paper, through the literature research method, dozens of literature andnetwork information has been retrieval of, and the present situation of engineeringsupervision industry in the domestic and foreign country has been research and analysis,in order to understand the difference between our country and the foreign countries anddraw lessons from its success. By comparative analysis, expert interviews and othermethods, summarized the present situation and the existing problems of Chongqingengineering supervision industry. Secondly, in order to find out the causes for theproblems of Chongqing’s project industry, in this paper, by means of law of value theory,transaction cost theory and institutional change theory of supply and demand, the valueof the services of supervision enterprise, the transaction costs of supervision market andthe mandatory supervision system have been analyzed. Finally concluded: the value ofthe services of supervision enterprise and the mandatory supervision system promotesthe development of the supervision industry, they are the power for the development of the industry; the transaction costs of supervision market and the cost of services ofsupervision enterprise hinder the development of the industry, they are the resistance ofthe development of the industry. But the mandatory supervision causes many issuessuch as making a false market demand to supervision services, weakening the regulationfunction of market, thus affecting the development of supervision industry. Finally,according to these sources, the paper has offered a proposal for Chongqing’s projectsupervision industry healthy and orderly development from three aspects that is theenterprise, market and policy. Among them, on the level of enterprise, this paper, usinglean service theory, to construct the lean service target system, operation system andorganization system of supervision enterprise, through the operation of lean service, toimprove the service value of supervision enterprises of Chongqing and to improve thecore competitive ability of supervision enterprise.
