In recent years, with China’s provinces housing prices continue rising, many parts of the housing shortage problems gradually. As an important part of the housing system of our country security, public rental housing in the settlement of low-income groups, play an important role in the new employment population housing problem. On the one hand, in the process of development in the construction of public rental housing generally, the financing channel is single, the shortage of funds, local governments are generally facing the shortage of construction funds financial pressure difficult, which have become the factors which hinder the rapid development of public rental housing is very difficult to solve. On the other hand, China’s private capital investment fund institution, and the lack of investment channels, so how to lead In a way, a reasonable guide private capital to participate in the national large-scale idle funds demand for affordable housing construction has become the innovation research trend.Many foreign in the process of housing construction financing in the early introduction of real estate investment trusts(REITs) of the real estate securitization means that financial products can not only raise a lot of money, and there is considerable yield, better in the financial development of countries such as the United States, Singapore has developed a very REITs mature. In the face of such a situation, how to combine with our country’s financial policy and the real estate industry in Hebei province to explore new public housing REITs financing has become the new trend of financial research.This design from reality combined with the institutional environment of our country, analyzes the Hebei province public rental housing construction and operation situation and the financing difficulty, explore the public rental housing investment trust fund financing mode in Hebei Province, the feasibility and advantage of operation, design selection process and mode of financing system in detail. The design for the specific conditions in Hebei province using actual data revenue estimates, and the simulation of Hebei province REITs of public rental housing financing development, operation, information disclosure, risk and countermeasure, for the construction of public rental housing in Hebei province has a large number of rental demand by REITs this record financial instruments to raise social funds to provide a useful reference.
