With the development of science and technology and the progress of the society, China's real estate industry has also been a make a spurt of progress of development, however, the development and construction of housing security system is always unsatisfactory, increasingly rising prices make people "Housing" better vision and goals has not fully realized, the construction of public rental housing aims to solve the "sandwich class" who can't afford commercial housing and does not meet the conditions of low rent housing application housing problems. Up to now, the vast majority of our country city and area have respond to national call to carry out the construction of public rental housing, however, the lack of the construction and operation funds has always been one of the main factors affecting the public rental housing construction and development. Public rental housing is one of the positive externalities of public products, its construction will be subject to government intervention, but face huge funding gaps in the local finance as well as building and operating required huge capital needs, government alone cannot perform this task, therefore we need to raise funds from multiple channels and constant innovation is suitable for the present stage of our country actual situation and financing mode to ensure the healthy and stable development of public rental housing, while the construction of application of PPP financing mode in public private partnerships in China at the present stage of public rental housing is the general trend.This article focuses on the research of public rental housing construction and operation, Discuss specific applications under the PPP financing model of public rental housing projects. From the current construction and China's supply of public rental housing situation to combine with the present situation of our country and the present situation of the construction of public rental housing, from the social funds, experience with PPP projects, as well as national policies in China and abroad demonstrates the application of PPP financing mode in our country in terms of viability of public rental housing, through a combination of theory and practice demonstrates that PPP financing mode in a way suitable for the construction of public rental housing, on this basis, the financing under PPP mode of public rental housing projects operating framework, operational processes involved in the main function, risk-sharing mechanism, the pricing mechanism, benefit-sharing mechanism preliminary design, combined with China's Chongqing public rental housing construction and development of the current design of specific cases under "PPP financing model of public rental housing projects, through specific projects, financing models, risk-sharing mechanism design and rental pricing mechanism from a practical point of PPP financing model demonstrated in line with our current basic national conditions, and for the issue of the construction of public rental housing project may face under PPP financing model put forward relevant proposals on the protection and implementation.Through the design of the core problem of the specific case of public rental housing and the operation process and the operational framework, participants responsibilities of the demonstration of the PPP financing model applied in our country public rental housing application value, not only provides theoretical basis for perfecting the affordable housing system in china, but also provides an important reference for the innovation of financing of China's public rental housing.
