| With the accelerated pace of urbanization in China,the urban population continues to increase,the housing problem is becoming more and more serious.Satisfying the housing demand of the low-income groups has become the focus of government which must be paid more attention to.It is an important part of the construction of the people’s livelihood and social security system to protect the housing rights of low-income people,and it’s also largely affect social harmony and stability.At present,the scale of construction of affordable housing continues to expand,more and more funds are needed for construction,the funding gap has been expanded.Public rental housing is the key to the development of affordable housing in China,while taking into account the advantages of affordable housing and low-cost rental housing,to solve the current difficult "sandwich" housing problem.The traditional mode of government investment needs a lot of money,but the current financial allocations provided by the government can not meet the needs of construction.Financing problem is one of the most serious problems in the construction of public rental housing in China.From the successful experience of foreign housing security,a lot of public housing finance policies have adopted a public-private partnership model.Our country is also developing the public-private partnership model,and the legislation of public-private partnership is under way.Drawing on domestic and foreign research of public-private partnership model,this paper introduces the PPP model based on the introduction of the intermediate organization.It forms the three party cooperation mode of the government,private organizations and intermediate organizations,that is,the PIPP model.This paper studies the PIPP financing mode of public rental housing,in order to solve the financing problems of public rental housing construction in our country,and provides some inspiration for the future research of public rental housing construction.Three-part analyzes the applicability of PIPP model applied to public rental housing finance,respectively,feasibility analysis,game theory,SWOT analysis.This paper puts forward the basic framework of public rental housing PIPP financing mode,and analyzes the three roles,organizational framework and operation process.Based on the QH public rental housing project,the empirical analysis is carried out,and the economic feasibility of the project is analyzed,and the three modes of the traditional government investment construction mode,PPP mode and PIPP mode are comprehensively compared.As can be seen from the results,PIPP model is the most suitable for the construction of the QH public rental projects.Finally,according to the current situation of public rental housing financing in our country,the paper puts forward the targeted observations. |
