The Support Strategies Study Of Low-carbon Industry

In the recent years, energy shortages and environmental pollution has become a focus of the world attention. If it won’t be taken further measures, it will lead to the disappearance of Amazon rain forest, some countries in South Africa and Oceania invasion by the near coastal groups. Till 2050, the global temperatures will be expected to raise 3 to 4 degrees Celsius. There will be hundreds of millions of people will be suffered due to floods. Accompanying with the financial crisis, the traditional high energy consumption, high pollution and high emissions of economic growth will be changed.Energy conservation will be replaced. Low power, lower emissions as the symbol of low carbon economy, sustainable development are becoming common choice of the world. Under such international context, low carbon industry will be given and it emphasizes the low power output to bring high returns.Twelfth Five-Year Plan" propose the establishment of resource saving and environment-friendly society, which is submitted with development of the development of low carbon industry. Wuhan as one of pilot of low carbon economy, East Lake Development Zone as the important high-tech cluster area, are facing great opportunities as well as constrainable factors. in this paper, it will analyze the strengths, weaknesses, opportunities and challenges during the development of low carbon industry in East Lake Development Zone. And then the feasible measures will be put forward. At last, it concludes the urgency and necessity of the development of low carbon industries.This paper consists of parts:The first part is the introduction that is to introduce the research background, significance, the approach of the study. And then it makes comment on the low carbon industries in and out world.The second part is related to the introduction of the concept on low carbon industry, including low carbon, low carbon industries, East Lake High-tech Zone, SWOT analysis, Porter’s diamond theory, new public management theory, sustainable development which derive of the need of the development low carbon industry in China.The third part makes comparison on low carbon industry experience in different countries around the world. In this part, it introduces the development of low carbon industry in China and the main constrains. Then the experience in United States, Britain, Japan have been compared.The fourth part makes qualitative analysis to the strengths, weaknesses, opportunities, challenges of the development of East Lake High tech district. And then it put forward the feasible measures.In part five, it takes analytic hierarchy process (Analytic Hierarchy Process, referring to as AHP) to analyze SWOT factors of the development of low carbon industries in East Lake Districts. And then it clearly points out the strengths, weaknesses, opportunities, and challenges.In part six, it concludes the idea policies of low carbon industries in East Lake Development Zone.
